Land Development Code Reorganization

Overview
The City of St. Cloud, Florida has tasked Klavon with a review and reorganization of the City’s overbearing and hard to navigate Land Development Code (LDC) to create an easy to read and understand Code where like regulations and standards are grouped together in one place in the Code. In recognition of the Joint Planning Area Agreement between the City and County of Osceola, the reorganized LDC is to be compatible with Osceola County’s LDC and organized in a similar manner. Also, the reorganization is to include the identification of any inconsistencies or duplicative language, incorporation of minor LDC language as directed by City staff, and ensure consistency with the City’s Comprehensive Plan.
To begin the project, Klavon is reviewing both the County’s and the City’s Land Development Codes. A side-by-side comparison is being performed to determine areas of similarities as well as using the County’s Land Development Code as a starting point for reorganizing the City’s Code in a more comprehensive manner. This will be followed by crafting an outline for the City’s proposed Land Development Code for review and comments by City staff and stakeholders. Klavon will use that input to reorganize the Land Development Code. During this process, any duplicative, contradictory, and inaccurate code language will be modified. In addition, Klavon will make recommendations for other modifications to provide greater clarity in the Land Development Code.
Klavon will present the LDC to stakeholders (St. Cloud Chamber of Commerce, St. Cloud Think Tank Group, and/or other similar organizations) to receive their input. This input will be documented and discussed with City staff for potential inclusion in the new LDC. Klavon will present the new LDC to City Council to capture any outstanding comments, desires, or edits. Klavon will the provide the City Council with the final LDC for their approval at a later date.
